Intentional Incompetence?

I think the phrase "intentional incompetence" is very close to Stan Cohen's notion of  "state of denial"

I was horrified for weeks at how the Tories mishandled the whole situation. Two of my local care homes have lost half their residents 😢😢 and it was almost totally preventable. They have blood on their hands. They were intentionally incompetent.
